Limited Scope of Race Discrimination Ordinance in Hong Kong (11 February 2020)

Subject: Information received concerning the Race Discrimination Ordinance (RDO) in Hong Kong. Unlike other anti-discrimination ordinances, the RDO does not apply to all government functions and powers, raising concerns about its limitations on racial and ethnic minorities’ access to justice and equality before the law.
