Allegation Letter regarding Human Rights Violations Against Migrants, Refugees, and Asylum Seekers in Brazil (14 April 2022)

Subject: Information received concerning allegations of human rights violations against migrants, refugees, and asylum seekers. The information raises concerns that discriminatory policies and practices violate Brazil’s domestic law and its international obligations, including under the ICESCR, ICCPR, ICERD, CEDAW, CRC, the Palermo Protocol, and the Durban Declaration and Programme of Action (DDPA). There are also reports that systemic racial discrimination and racist violence against migrants, refugees, and asylum seekers have worsened in recent years, especially in the context of the COVID-19 pandemic response.
